My straps are rubber, however I carry some 2” blue painters tape with me and just stick a small piece or two on my polished wheels so that even the rubber pads on the straps don’t scuff them.

This rack was the best one I could find that would still work for my stretched out cruisers and not scratch or rub on the frame. I guess I got lucky as I found mine on craigslist barely used for $150...

Very cool project indeed! The early 80's Mongoose's had some of the prettiest and cleanest welds to ever grace a chrome frame of any mass-produced bmx bicycle of the time.

You could possibly use a 13/16" to 7/8" shim or sleeve , I've had to use these on a few builds because finding a 13/16" post is slim pickings. http://www.ebay.com/itm/311712971489

I'm not trying to argue If we was talking drilling out skinny road bike or cross country mountain bike rims, because yeah I'd stay away from drilling them out too. As far as cruiser or BMX steel or aluminum wheels go I have yet to ever have one crack on me from enlarging the holes for 12g...
