It kind of looks like an old bike that's in super nice condition with some new parts added, like the light and front fender brace. Some parts look repainted like the front fender. Not positive though. I am positive I like it! Gary
 
That first digit is either a C = 1938, or a G = 1941, made by Westfield-Columbia. Also looks to be a tall frame, which Mead tended to sell more of than other companies. Check out Mr. Columbia's site, he could probably tell you how rare that frame is. I sure don't recall seeing any! The chainring isn't original, and those rims look very shiny for OG. But it's an awesome bike, makes me wish I had bike money!! Value I don't know, but a shot in the dark guesstimate would be 4 or 500. -Adam
