Class 1 or Class 2?

Seems like there are quite a few bikes in Class 2 that fit the criteria for Class 1. Am I missing something? Why enter a muscle bike build in Class 2?
 
My build is a 16" wheeled bike and when I started, I had the ape hangers, but there were no plans for a banana seat, or different size wheels or tires. Along the journey I picked up a banana seat for $5 at a yard sale and ended up with different size tires. I realized the bike then qualified for class one, but since I started in class two I just kept it there, especially since it still has only16" wheels.
