The serial begins with A10, then the next digit is unreadable. That number would be 1952. between 950,702 and 1,387,335.

I'm thinking a stock seat post (pictured) which is about 3" too tall now can be ground to a taper for a snug fit.

Depending on the Raleigh age a standard handle bar may not fit the gooseneck. Old Raleigh’s had a different standard, used a smaller clamp area. You can change the gooseneck so standard bars fit.
