That may be true for the Army, but not for the Navy. In the Navy we use a '4' all the time. My jets are the 400 series in our CAG, and that's what we use. Here's BA #4 ![]()

I'm talking about the Navy, actually. I'll just say that I was taught for certain very important documents that are very number heavy, that there was a specific way to write each number so that there was no confusion. HAD to slash sevens, HAD to put the extra carrots on a one, MUST diagonally slash zeros, etc. It probably only applied to those documents.
