So I got this and while I doubt there's an option, i'm curious. I'm assuming this is a glue on 28". I read somewhere about people using a 27" tire on a 28" rims, but wasn't sure if it was a clincher or not. Suggestions?

Don't have the SN yet. Also, the seller said they were 26 1 3/8 tires, but those rims look like they have offset spokes (no like the schwinn rims i've seen IIRC) so does that mean they're just regular 26"?
