Would this bike be a "balloon" tire bike?

This is a shelby made hiawatha and i was wondering if anyone would know if it is a balloon tire frame. It is straightbar, but to me those tires look a little thin to me to be balloon. thanks for your help.

what size are the tires? Some middleweight bikes are as big as heavyweights...
