I can buy this higgins ... could anyone tell me something about it? Construction year? Value?

Not a Colowflow, but the next best thing, IMHO.
Definitely a Deluxe level with the beehive springer and full rear rack.
Wheels appear to be original dropcenters too. Overall, and excellent survivor.
Value? I’m thinking $300-400, but I could be low

A 50 Colorflow would have a different frame, and ports in the tank...I believe. If it's a '50 it would be something other than a Colorflow.

However, it looks on my phone like the word 'Color' something on the guard...if so, there were Colorstreams as well as Colorflows and it would be a '49.
 
It looks from what I can see in the pics to have the Raised Elgin V head badge? Between that & the rear wheel mounting points facing forwards it's Late 40's or early 50's.
Serial #s on BB or "dropouts" ?
If it's stamped "MO"+ it can be dated to a specific year as this is how Murry is determined which a lot of Elgin & JC Higgins/Sears bikes were manufactured by. TheCabe has info. Hopefully not an issue sharing info here
