I'm going to guess colson, but probably wrong. I also suspect pre war.

If the price is right, that's all that matters.
 
My guess is Snyder made, maybe a Rollfast. Prewar, yes.
 
Looks like a Rollfast chain wheel. The seat post bolt is through the seat tube, that's new to me.
 
thanks for the info ^^ so it looks possibly Snyder made ? I've been looking at google images for 2 days. Im thinking maybe mid 30's?
 
A photo of the serial number may help. Parts over the years may have been swapped out. That bolt through the seat tube should be the best clue, I can't find or remember a frame set up like that but I'm looking. Prewar for sure but what year exactly I can't find an example.

I thinks it's more likely to be early 40s. Here is my 1941 Colson Scout as an example.
Yours has the same peaked fender set and after market chain-guard.

Interesting thing about yours is that it has the standard chain ring, unlike mine that has a skip-tooth set up.
 
The serial number should be on the bottom bracket if it's Snyder made. 64EH would mean it was a 1946 bike, reverse the first 2 digits before EH. Here's my 42 Hawthorne, Snyder made:
