24" Motor Bike Frame?

I recently acquired this nifty little prewar frame, forks and fenders. I was told it was an Elgin but would like some confirmation. It has flat fender braces and rain gutter fenders. The seat tube is about 15 inches. 24 inch tires leave a wide gap under the fenders, 26x 1.75's fit quite nicely. The serial # is D32680. Notice that the fork is slotted on one side and not the other. I'll let the pictures do the talking- what is this?
Any info or thoughts will be appreciated.

Maybe there are markings under the blue paint; such as an identifying decal on seat tube?
A "D" serial Westfield would be about 1926, (if it is one of those).
A notched seat tube bolt is one sign of a Westfield bike; I cannot see that clearly.
I believe that no streamlining on bike = 1920s - 1930s; (but you may have guessed at that).

Ken Kowel aka Mr Columbia concurs with you, it's a "juvenile size frame- fits me (5' 7") just fine. Frame and fenders are in remarkable shape for a 91 year bike. Thanks!

Trying to figure out some of my own bike frames with letter serial numbers, and to decipher the code. Westfield used letters, maybe Shelby too. But I believe there is a thread with a post that suggests the bottom bracket's stepped-joints may be a character sign of Rollfast-Snyder? See post 13 pictures on link:

yeah, I have a teens or twentys motorbike with wooden 26" wheels. tires are singletube "aristocrat 26"
