First time doing it...experimented with a worn out tire first.

Washed clean, then used a rag to wipe off gunk, steel wool, rinse again..then masked and painted.
I used some Rust-o-leum 2x cover semi gloss white paint...it's just what I happened to have on hand.

I got a few other tires (more modern BMX tires) I'm gonna do it on as well, see how they go, gonna do a rear tire next, at least then I'll have a pair of white walls, for whatever bike I decide to throw them on.
 
I have also used roofing sealant. I prepped the tire wall with vulcanizing solution. Some of the roofing sealants are actually natural rubber instead of white. I use those for making cyclocross tires look like they are TOC tires. They last forever. The black eventually wore through those knobbies on my Reading Standard but that was the whole point I did it so I could ride it.
that widewall on the baywatch bike was awesome and it cleans easy because it is actually rubber
