I'm not 100 % sure about the frame but it has the looks of a Shelby airflow. The head badge says Eagle from Gamble stores, I'm sure some one here...
Not yet, I'm still deciding if I want to paint it or leave it alone, the color and the pin striping look good.

You can get black slicks and paint the white wall, you can use some acrylic white primer that bonds to plastic.
