It looks like a late prewar CWC, but it does have a Westfield/Columbia chainring, and their frames were similar around then... Hmm... -Adam

It is a Westfield built frame, all the prewar CWC frames have a straight upper rear fender brace instead of a curved one. There is a letter stamped in front of the serial numbers and it is the key to dating the bike. If it is a D then the bike was made in 1939.
