There IS a Milton Cycle company located in India that started business in 1960...this could be one of theirs. There are certainly some foreign influences at work in the cottered crank, which is unusual for an American-made youth bike. From the photo, I'd say that crank is either loose, badly worn, or improperly assembled.
 
That's known as a 'convertible', the best known being Schwinn's Bantam. Yours may say where it was made. Not any collector interest on these.
