Why do all those folks have boards on the bottom of the bike? Is it some local manufacturer who makes them that way?

the board is a rack, to carry stuff (beer, backpack, etc )

the builder of this bike decided to do the same for his own bike

It’s just a milage counter. This bike is made to run longe ranges.

I wanna ride it!! I'm in the school of thought that, if it wasn't painted with metal flake, then it wasn't painted.
