Found this bike at the local department store for fifty percent off of fifty percent. I just wanted the wheels but it look likes my old Schwinn repop tank fits with a little mod. Still gonna use wheels for other bike and throw other parts at it that I have laying around and see what sticks. Don't want to spend any money on it.

Tank fits, time to strip off other parts. The decals are under clear coat, bummer

That cross bar looks great! What are the brackets?

They are the brackets off of cup holders, one came on the bike when I purchased it and I had another laying around. It's also a truss rod off of a crappy springer fork.
