Starting with frame from last years build off and a tank from a girls bike and modern mountain bike fork and what ever else is laying around . Started altering tank yesterday not realizing the build off was going on. Think I'll paint frame this time.

I tried to fit it between the bars but fits better over top bar

You just need discs Disc brakes for everyone!

Scrap the front brake. Keep the wheels and tires!!!
If you need any filler metal to bridge the gap on the tank, roof flashing is cheap and easy to work with.

There is no such thing as "too fat"... You just need the UFA - Universal Fitment Adjuster Tool...
