Can anyone tell me what brand frame this is?

its a monark. have a frame identical to it minus the brake studs.ive been told mine is a mid 50's but im not sure. theres numbers and a single letter on the headtube correct?

Who chicken spit "welded" those caliper lugs on there?

I'd be with a hacksaw a file,sandpaper and bondo to hide its shame.

It musta seemed like a good idea to somebody at one time.

No letter, it has:
1 138 0900 on the head tube.
