Frame ID

Anyone I have an idea to what this is? approximate year? I'm not very good at identifying frames but it looks similar to Columbia's and Monark's that I've owned. It seems like I've seen similar paint patterns on Columbia's but I'm not sure. There's what looks like a serial plaque on the bb but I can't read anything on it.

I think these are the raddest frames from that era. Sure would like to have one.
