How strong is JB Weld?

For my RRBO bike I need to mount a post to attach my jockey shifter to but all of my tubes have been modified, so there's no way to use a band clamp or something similar. I was thinking of JB Welding it but wasn't sure about the durability of it since I've never worked with it. Strong enough to hold up to being a shifter anchor point?
 
A good trick is to use the 2 part jb weld and mix in metal shavings with it; it gives it a bit more strength. We did that to the old air compressor cylinder and it held for 5 years.

Titanium putty is about the strongest but....
What you are trying to do is not really where glues shine!
You cannot add a tapped hole?
Or if welding, cannot add a mount?
