It's rough, but what is it?

I picked this up at a flea market today. It's a little rough but I thought the frame could be useful. Not sure what it is, 15EH is the only number I can find on it and it's on the very bottom of the crank housing. Anybody have an idea what it is?

The frame looks older than the Rollfast bikes I've seen, I have a hunch it's from the 50's. The serial number would help. So, it was made before the muscle bike era, the handlebars and banana seat were added to make it cool.
 
It looks like you have a original PIG BIKE. A pig bike was a 50's 20 inch bike that they put banana seat and highrise handlebars on. In 1963 Persons sold just the banana seat, sissybar and highrise handlebars to convert your bike. Your sissybar looks like it in NOT crimped by the seat hole making it a early original sissybar. Thanks for the info from everyone. Here Is a pic of the only numbers I can find on this bike. I have some good 20" bike parts laying around that will make this a sweet rat.
