The handlebar is mounted to the fork crown. I don't know how the steer tube is attached, something recessed for aerodynamics I guess.

Since being on this site I have really gotten into the boardtracker scene & bikes.

The "board tracker" look found here is a copy of classic motorcycles and I wanted a real bicycle board tracker represented. And hey, they look pretty cool too.
 
karfers got a thread here called 'rowdy red dingo' where the stem is mounted on the bottom.
my guess is they just inverted the wedge and bolt to the under side and there ya go
