Picked this up off of CL yesterday. Haven't tried dating it by serial# yet but since its not skip tooth I'd say late 40's. It was painted with house paint in the 60s but I kind of like it so it will just be a clean and clear coat and new tires. Working on finding a double pan seat I can recover in leather that I have that matches the paint.

I'd say that's a prewar bike. Only a few Elgin badged bikes were made after the war. The name was changed at that time to J.C. Higgins. The frame has ears for a dropstand which definitely puts it prewar. Gary
 
Agreed. Circa 1939 or so but a serial will confirm that. It would have certainly been skiptooth originally, but whenever it was redone, the drivetrain was likely changed to the now 1/2" standard.
