Pre-war? 1930s? Step-through Frame.

I saved this recently from a scrap pile. I don't know anything about older "Step throughs" So any information would help. The Headtube is 7 inches long.
the serial number is v765322.

I concur. Shelby is the only ladies frame I've seen to have a straight downtube like a men's bike.
