Recumbent Military/hotrod style bike, I thought it was cool

I'm not a tire & rim wizard like some of yall. Without being trapped to a Schwinn tire or tire and rim. Could I do something like this with a Scooter tire or tire and rim?

This thing is crazy and sweet looking.!!! I bet the bigger rear wheel has better control over the rear thin wheel set-up..

Excellent use of magazine (M16) pouches. Cool bike.
