That looks like my long frame Hawthorne, probably made by Cleveland Welding Company. '36 or '37 is my guess. Are the badge holes horizontal? But mine doesn't have the truss rods welded to the fork or merge into one. I'll post a pick of it.

that frame looks like a Massey CCM like the one oldy57 got 2nd place with in RRBBO # 2

Cleveland Welding didn't make a 28" bike to my knowledge
