There both Cleveland Welding made bikes. CWC reused serials, so to determine which series they are there should be other stampings under the BB. A C with a small w in it...or AC with a small w in the c...or a two digit number followed by a C with a w in it. Or nothing at all. I'm guessing early to mid '50s by looks...but the type of Cw stamp will narrow it down to a specific year.

Your red bike is 1947 and black one is 1949. I am lately a lot into CWC bikes, and before looking up the codes i am always trying to guess the year to train my eye. This time i guessed both :D
By the shape of the dropouts you could say both bikes are postwar but built before 1950. On the red bike there are no tell a tale parts to determine the exact year, but it looks similar to my 47 CWC, so i went along with the feeling :D On the black Luxury LIner bike those forks changed to barrel springs starting 1950, the tank have the horn button on the top starting same year. Also the seat stays bridge changed form a tube to a plate in 1950.

It is visible on the photo that the black bike has Cw stamped on the right side of the shell. It is not clearly visible, but it's there. Seems your Luxury Liner is actually a 1947 bike too, the earliest run of Luxury Liners. It have to have black painted fenders and an integrated rear reflector then.
The red one might not have the additional stamp. Some 1947 Cw second series bikes had no stamps (A, B and C letters), yours is one of them. Late September - early October 1947.
