Just picked this up 2 weeks ago, and I am having a really hard time of what make it is. 24x2.125 tires, but notice the fenders have spacers to fit the 26" frame, all the spacers are the same. All green and black, the chrome rack was added later on. Skip-tooth front and rear, plus rear sproket has holes all the way around. Solid Persons pedals. Look at the diameter of the tubing of the rear bars going to the sproket, very big!

Someone had mentioned that this might be a Canadain bike. They thought the badge on the neck said Eaton's or something like that. I think Eaton's was a dept. store chain.
 
Obviously prewar because of the rear drop stand ears on the frame. I have an nearly identical frame that I would love to know the brand and/or model.
 
We had a swap meet this past sunday at Peddlers in Indepedence, Mo(thanks Rick), and I had 2 different guys that know bikes extremely well, both inform me that it is a Shelby. Ron knew exactly what it is. A 1934-35 Shelby AT305. It just has the wrong wheels/tires on it. Thanks guys, John.
