Ross?
ID - 4 Bar Cantilever Frame?

The frame looks like it, can't see the dropouts though. The fork crown is Ross, as is the chain wheel. Mid 60's? The serial number will begin with an "R" followed by the year in 2 digits.
I thought it might be Ross. I might have to talk my friend out of it, next time I visit him, if it's still there. Interesting that it has a side pull brake on the rear. I'm wondering if it was a 3 or 5 speed.
Looks like a home made brake bracket. The chain looks like a one speed chain, maybe they used a 3 speed hub.
I zoomed in, and it's a bolt-on setup, and you're right. There looks to be some user adaptation.
Definitely a Ross looks just like the one I just finished building.
