Kickstand SNAFU - Help needed!

I'm having kickstand problems on my tandem. It's a double leg, and one leg isn't staying all the way up, doesn't move in sync with the other. Definitely need a stand for this one, so I purchased a new one to put on while working on the old. And that's where the problems began. I forgot that tandems are odd and fully custom.

That ain't going to fit.
I wonder if this was done by the owner, or in the factory:

Either way, the new legs are way too long, would probably fit a 29er. Tried it on my wife's Hardrock, and the back wheel was way up in the air. I'll try it on the Wonky Donkey, should be perfect on a 20" mtb :rolleyes:

That shiny scraped post was originally pressed through the loop thingie to control the movement and provide the spring action, then perhaps peened to hold it in place. I can get it close, but not quite through. Is there a fix that doesn't involve welding, or am I shopping for a new old kickstand?
