What is it? Jeweled Cross Bar?? Plus Hub Caps?

I picked this up last year while looking for Muscle bike parts. I went to my storage unit and remembered these. I think it is a cross bar for balloon/ middleweights??? Is this what it is???
Below these pictures I aslo have some other parts that I truly am unsure what they are, I know they are hub caps but for what, who knows?

Nice cross bar for handlebars. Never seen those style of hub caps. Look late 40's but just a guess. Gary

Thank you. So it is a Cross bar or cross brace. I did a little more research on it last night. The price tag on it is old! I think it say $1.95 but I bought it will a lot of other parts only because I liked the jewels.

Yes, it's a cross bar brace. And a nice one at that.

Looking at the packaging the hub caps come in I see an address..."St.Louis, 11, MO. That's a pre zip code address but just barely. Early 60's I'd say. Gary

Thank you very much B607. I didn't even look at the address on the package. I knew they were there for a long time and I figured I better grab some items before this little shop closed up for good (which it has now)
