If you plan to paint anyway .. just sand down to the bear metal .... Most decals used contain solvents ... in a lot of cases these will eat through your paint ... only way to reduce the risk of this happening is to remove the decal and paint under it .

My reaction is kinda late but ill post it anyways :D I use autoaircolors for complete re=sprays and for airbrush work. i use there basecoats and colors ... and clear them with a urethane clearcoat. i think the result look great .. this is a rim i did recently:
