Buddy …. I’ve worked with Bikes for 50 years .., A new chain on old sprockets will skip especially on the high gears ..smaller rear ones ..,
Never mind messing around with set screws and bearings …. Replace the rear sprockets. …. Then test ride it….
I love the look of your ride. I remember one similar by CCM from the 60s know as a Checkered Charger. It came in a single speed Black and White or 3 speed Red and white look..

You will love the ride of the Prestige tubing …. It has a higher Nickel content than regular Cromoly making it stiffer and lighter giving it a much more...

By. Lockdown. I mean just locking the upper nut and lower cone together ..,
Thats where the two wrenches come in
As you turn the top wrench down turn the lower one up. This will bind them together so they don’t wiggle loose
For the Headset lock down…. Try using 2 channel lock pliers and turn them in opposite directions. That should lock it down …. It’s what I have used for years and I actually have the proper wrench .. it’s just quick and locks them better because they really bite on each other better !!

That top lock nut should just thread off of there once you loosen the Allen key bolt.
What may have happened is that the Steer tube is Steel and the ring is Aluminum …. Opposite type of metals will cease up over time
Try soaking it in Deep creep or other penetrating oil …. Let it...

what you might want to do is just have someone who knows how to setup a rear changer look at it..
Its actually quite a simple procedure to setup …. Especially on the more basic types of Bikes .
Watch whom ever is working on it for you and you’ll get it ..
