Those Virtue bikes are interesting. Never have I ever seen a headtube that big.
It's a Dursley Pedersen style. The originals had a really long hammock style saddle. They're supposed to be very comfortable, though I've never ridden one.

A pederson bike had a short headtube and a loooooooooooooooooooooong fork. Not a loooooooooooooooooooooooooooong headtube and a short fork.
In this video at 3:26, there is the mens and womens versions.
If you wanted to replace that headset, there would be no headset/crown race installation and removal tools that would be long enough.Faux Pedersen has a long head tube. Maybe that's causing some confusion

I'm getting ready to do an Elgin motobike so I'm particularly enamored of that one at the moment but they are all so high quality and nice!
