Picked this one up for cheap. It was just the frame, fork, and few other parts. I stuck some wheels on it to get it rolling. It’s a little rough and someone cut the fork legs down. I’m not really into the chopper look, so I probably would have done the same thing. I’ll probably put some 5 1/2” cranks on it and get it rideable to see if I like it.

Looks good even with those wheels
 
To get the pedals off the ground, maybe just raise the front enough to get clearance. I've found the shorter cranks make a bike hard to pedal.

Without buying new forks this is as high as the front can go. A previous owner cut the forks quite a bit. It might also just be a pedal scraper.
