NOS SAF Enterprises Flick-A-Flector, self rotating Bicycle Reflector kit.
Have not been able to find any information or even a mention of these online. Puts this firmly in the "Unique Item's" category. From the packaging I'm guessing 1960's-1970's? I installed a set on my Gold 1969 Raleigh Sport and once you adjust them the work pretty good. The spokes of each wheel spin the reflector on its wire holder.
