Do I clear-coat it afterward or should this dull it up and it will still be sealed?

I just started a new project which is a Della Cruz frame with a candy green finish. I'd like to make this finish into a matte green if possible. Does anyone have any tips on how to effectively do this? and cheap! Best, Ryan
