Unless there's threads to mount gearing on the opposing side that I don't see, it looks to me like you're trying to mount a front wheel on the back of the bike. I see no place for a brake anchor, and that tab washer is for keeping the front wheel attached to the fork in case of a loose nut,

Been a while since I fiddled with using a non-stock headset on a Schwinn. As I recall it can be done, but I don't think it's a simple drop in fit.
