    They almost always plate copper first, because chrome has bad adhesion on steel. But chrome has good adhesion on copper, and copper has great adhesion on steel :)

    I am not a big found of big diameter tubes on the frame, but this is just my aesthetical preference. I think it would look really cool with the bottom bracket moved forward and the belly of the frame dropped below under the chain stays!
