Yes. Probably Maybe It’s probably gonna be some trial and error with headsets and spacers but it probably can be done. Also you may have to cut the head tube down to fit. Good luck and create a build thread to show off your results.

Go for it and see if you like the riding style. If you don’t, sale it or change it again. That’s what I love about bikes. My favorite bike is a 24”. That’s a sharp looking survivor.
