I have both and agree the Franks are easier to ride with least road resistance. One more tire to consider is the Hookworms which is my favorite tires on cruisers.
For looks I don't like the Franks with the reflective strip around the tire and like the plain looking Felts better.

Steve,
I live at the ocean front and have some bikes you can borrow. Have Felts, Surly Pugsley, BMX Cruisers, Dynos, and Electra for the wife. You will have lots of fun riding on the boardwalk. I recommend Rockerfellers for dinner. Monday is prime rib night and they have an early bird...

Those are called VDC Cruiser Bars, they pop up on eBay all the time. If you do a search on completed auctions you will see they go as low as $80 and as high as $280. They are aluminum and come in blue, red, gold and sometimes you see them in silver after someone removes the anodized color. I use...
I got a Dyno Deuce that I put:
24" surly rim in rear with 3speed
26" surly rim in front
Rides sweet and stable. Perfect combination
At one time I tried with surly Rolling Darryl
Rims to wide kept rubbing frame
Pm if need more info
