Is the brace between the seat stays straight or curved? CWC and Snyder both had similar bent tank frames. To my understanding synders braces were always curved and CWC are always straight
It should most likely have a shim. I've owned several and never had an issue with a tube busting from that, definitely wouldn't be flying off any curbs on the thing though

It is a westfeild, never knew there was such a bike until recently. I'll post some pics out of my westfeild book later tonight when I get home. Year wise it's probably mid/late 30s. My buddy actually sent me a pic of that bike, It was on CL right?
