Will 40-45mm tires fit 30mm 700c wheels? I have at least 2 inches and maybe more of frame space. If not, how wide can I go?

I am wondering if there is someone in the community that does custom seat restorations? This one's on my Colson Flyer . The picture doesn't show it but the wooden pan is missing a couple of square inches on one side as is the cover. It's an amazingly comfortable seat.

I am "refreshing" an early Campus Green Schwinn Typhoon that has the original 26 X1 3/4 tires which are dry rotted. It lools like I have enough width for 26 X2.25's. Will any of them fit the rims or do I need something special? Fred
