I only bought one set of new tires in the past 10 years, yet my wall has 10 sets of like new tires on it that I got from cheap parts bikes . I quickly take off balloon tires or road tires and re-sell the cheap bikes with knobby or bmx tires . Cheap bikes sell and my collection gets nicer...
It's very difficult to pick which ones to sell! After you went thru them and ride them and Especially when you ask 100-150 for a good bike and normal joe thinks they should get it for 20.00. Then again some fellow rat lovers try to get them for 20.00 also ....

Don't overthink it. Use it as it was meant to be ridden. Clean it up a bit, grease, oil, maybe a custom pinstripe job ( over the cleaned patina or rust ). Give it a title or name (pinstriped on it ) Enjoy It!
