I would try J-B Plastic Weld. They make different kinds for different plastics so make sure you get the right one.

Thanks Crash but if I keep it I'm not looking to restore it. I bought it because the frame is similar to a Huffy Rail Super Stock. So I was thinking that I might build a 24x20 Rail out of it.

Yours is a 26" frame. If you look at my pictures you'll notice how there is no room for fenders and the rear rack actually sits on the tire. My frame is smaller and was made for 24" rims

That looks like a 1976 which would be the first year for that model. In 1977 Huffy used the full length chainguard and by 1978 or 1979 they added the orange border stripes on the number plates. 1976: 1977: 1979:
