Have you tried the guts from a Bendix 76 coaster hub? It has been a million years since I've had my mits on those wheels, but I think that is what you need.

Bikebuyers.com has a fork that has the correct length steerer tube for that frame. Chrome Springer Fork and Black Springer Fork I have delt with them on occasion and have never had an issue with my orders. Good luck. 8)

The red primer fatty Manta Ray has a custom made fork and the front wheel is just a Manta Ray rear wheel with the sprocket and the brake arm removed.
