I'd leave that tab, that just adds to the mystery and history of the frame. Those little things always make a difference when it comes to vintage bikes and it seems to be factory added, from the clean brazing

Doesn't look like it, but did you clear coat the painted parts? Where does the gloss come from, WD-40...????

A basic drill and a wire brush, face shield to protect eyes and face from flying loose wire bristles
