Great starting point and another straight bar in this build off ! As others have stated just a gentle cleaning and polishing will bring that nice paint back to life, one of my favorite paint schemes with the two tone green !:thumbsup: Mark

Great starting point though the purist in me cringed when I read you want to cut the head tube, the rat roder in me said go for it . These loop tail frames look so cool and can take a 24x3 tire , that's what I used on mine. Mark

Generally 2 sizes of stems for 1 inch threaded steer-er 21.1 and 22 mm sounds like you need a 21.1 mm

Thanks for all the likes and comments, I must say I have got a lot of personal satisfaction the past 20 or so years doing this community service ! There is nothing better in my opinion than a happy kid riding their bike and sure beats the stagnant alternative of tv and video games ...
