Is it safe or possible to run a 26x 1 3/8 tire on a 26x2 rim?

Here I go. 24" Schwinn frame, Hawthorne fork, 24" Tuff Wheels, front disc and a banana seat.

I have a 24" Schwinn frame and a Hawthorne fork. The lower Schwinn bearing race that is pressed on to the fork stem is about. 010 to large on the ID. Is there another race I can use or do I machine a spacer? The Hawthorne race does not contact the bearing enough to make me feel comfortable.
