its rattle can, made by same company and i've used their primer, color, clear combination without a problem before. could it be the frame?

i've painted a couple of bikes in this weather with no problem. some parts painted under the shade before moving it under direct sun. a week ago i used the same rattle can for the fork, dries beautifully.

so i used paint stripper for the first time. no instruction of how long i should leave the stuff on. anyways i left it on until almost all the paint peeled away. gave it a rinse with water - i didn't use soap, sanded a few high spots, rinse (no soap), towel dry and left it overnight. next day i...
